EU Parliament finalizes first reading draft of revised WEEE directive

On February 3, 2011, the European Parliament held its first reading vote on the draft update to the Waste Electrical and Electronic Equipment (WEEE) Directive. The report, submitted by Karl-Heinz Florenz, was ultimately approved. The European Parliament agreed to set stricter targets for reuse, recycling, and regeneration in the revised WEEE Directive. The new directive will apply to all types of waste electrical and electronic equipment, but exclude vehicles, military materials, and stationary industrial equipment. In the draft amendment, European Parliament members required that member states achieve an 85% collection rate for electronic waste starting in 2016.

The following are the relevant revisions to the first reading draft of the WEEE Amendment Directive:

The revised directive has a broader scope, expanding to all electronic and electrical equipment, except for excluded items such as large equipment and tools, military equipment, and vehicles. It also simplifies the current 10 categories of waste electronic and electrical equipment to 6.
The collection and processing of electronic waste will tend to become standardized.
The producer registration and reporting process will be standardized to reduce administrative burden and costs.
The recycling rate of waste electrical and electronic equipment should reach 50-75%, while reusable equipment should be disposed of separately from other electronic waste, with a reuse rate target of 5%.
Promote production and recovery methods that do not disrupt the ecological balance.
Promote environmentally friendly design of electronic and electrical products.
Control and stop the illegal export of waste electrical and electronic equipment to outside the EU.

These revisions still need to be approved by the Council of the European Union before they can officially take effect.
