EU emission guidelines recommend restrictions on five hazardous substances in indoor building materials

The EU Emission Guidelines recommend limits for five hazardous substances in indoor building materials. Based on the EU Lowest Concentrations of Interests (EU-LCI) guidelines, the emission limits for five types of chemical substances present in indoor building materials are announced. The five chemical substances regulated are as follows: – 2,2,4-trimethyl-1,3-pentanediol monoisobutyrate (2,2,4-trimethyl-1,3-pentanediol monoisobutyrate), limit value 0.3 mg/m3; – 2,2,4-trimethyl-1,3-pentanediol diisobutyrate (2,2,4-trimethyl-1,3-pentanediol diisobutyrate), limit value 1.3 mg/m3; – 2-methyl 2-methyl-1-propanol, with a limit of 11 mg/m3; – 2-phenoxyethanol, with a limit of 1.3 mg/m3; and – isopropylbenzene ), limit value 1.5 mg/m3. The above-mentioned LCI values were proposed by the German Environmental Protection Agency (UBA) and are hoped to be integrated into the EU-LCI by the end of 2019.

The European Commission has set lower limits for phenol in toys.

The European Commission has adopted a new limit for phenol migration in toys for children under three years old, requiring a maximum concentration of 5 mg/L; if phenol is used as a preservative, the concentration must not exceed 10 mg/kg. Phenol is commonly found as a monomer in phenolic resins used in the manufacture of plywood toys, and degradation of phenolic antioxidants in polymers can also be a source of phenol. Phenol has been identified in game console exhaust, children's tents or tunnels, and packaging films, and has also been found in children's bath toys, inflatable toys, and PVC. Phenol is commonly used as a preservative in: – Water-based liquid toys, such as bubble wrap products; – Water-based liquid inks in felt-tip pens or colored pens. European Parliament Environment Committee supports revision of Hazardous Substances Directive

The European Parliament's Environment Committee Supports Amendments to the Hazardous Substances Directive. On July 11, 2017, the European Parliament's Committee on Environment, Public Health and Food Safety formally supported the proposed amendments to Directive 2011/65/EU (RoHS 2). RoHS 2 restricts certain hazardous substances used in electrical and electronic equipment placed on the EU market. The European Parliament and the Council of the European Union announced on June 21 that they had reached an agreement on the amendments proposed by the European Commission, prompting the Committee on Environment, Public Health and Food Safety to support the amendments. RoHS 2 sets upper limits on the levels of certain hazardous substances (such as mercury and lead) in electrical products, covering almost all electrical products except those explicitly stated to be exempt from the restrictions. The US CPSC has banned five types of plasticizers and excluded seven types of plastics from toys.

The U.S. Consumer Product Safety Commission (CPSC) has approved a bill to ban five plasticizers from children's products, effective October 18, 2017. This agreement stemmed from a complaint filed by an NGO that the bill's proposal had been delayed for over two years, prompting the CPSC to consult with the NGO to confirm the bill's release date. Under the Consumer Product Safety Improvement Act (CPSIA) of 2008, the CPSC proposed in late 2014 to ban the following five plasticizers from being added to children's toys at concentrations exceeding 0.1%: – diisobutyl phthalate (DIBP); – di-n-pentyl phthalate (DnPP); – di-n-hexyl phthalate (DnHP); – dicyclohexyl phthalate (DCHP); and – diisononyl phthalate (DINP). New revisions to the EU Battery Directive on cadmium and mercury

New Amendments to the EU Battery Directive on Cadmium and Mercury (November 15, 2013) The European Parliament adopted amendments to the EU Battery Directive 2006/66/EC on October 10, 2013. Mercury-containing button batteries will be banned from autumn 2015, and exemptions for cadmium-containing batteries in cordless power tools will be phased out from January 31, 2016. While the current European Battery Directive limits cadmium content in portable and rechargeable batteries to 0.002%, it allows the use of nickel-cadmium batteries in certain categories of products, such as alarm systems (including emergency lighting equipment), medical devices, or cordless power tools. Under the new regulations, the use of such batteries will be further restricted, allowing their use only in emergency lighting and medical devices. Power tool manufacturers must adopt new technologies such as lithium-ion batteries. Manufacturers must also consider the ease of removal of used batteries in their products when designing them, at least the ease of disassembly by professional organizations. In addition to tightening restrictions on cadmium, the EU will continue to implement policies to eliminate mercury in waste and the environment, including a ban on mercury-containing button batteries. Button batteries are widely used in small electronic devices such as watches, toys, or remote controls. EU Energy Using Products (EuP) Directive

The EU Energy Using Products (EuP) Directive was officially published in 2005, and the development of related supporting tools and standards has been underway. The EU aims to improve the energy efficiency and environmental performance of energy-using products by regulating their eco-design requirements. EuP broadly refers to all products that use energy to perform their functions, including electricity, solid, liquid, and gaseous energy sources (excluding vehicles). Currently, based on the importance and impact of products, the EU has identified 19 (14 + 5) categories of products for priority regulation, including personal computers/monitors, consumer electronics (such as televisions), batteries/power supplies, etc., and is conducting preliminary research. In the future, products must meet the eco-design requirements of their applicable implementation methods and obtain CE marking to circulate freely in the EU market.

Seminar on trends and responses to emerging EU environmental directives

Since the EU promulgated the RoHS Directive (2002/95/EC) and the WEEE Directive (2002/96/EC), manufacturers have actively responded to the recent environmental directives to comply with regulations and customer requirements, and they are still immersed in responding to them today. Similar laws exist in many countries. However, at this time, a comprehensive directive on product environmental design requirements - the EuP Directive (2005/32/EC) has been quietly issued and requires EU member states to formulate domestic laws in accordance with this directive before August 11, 2007. It is conceivable that the EuP directive will follow the RoHS directive and become the next wave of challenges we must face. As the research reports on the first 14 products of this directive are undergoing final discussions, we should take the initiative to think about the help and impact of these research reports on us and closely observe the EU's attitude towards requirements for products other than these 14 items.
