The U.S. Consumer Product Safety Improvement Act (CPSIA) stipulates that the concentration of the following six phthalates in children's products must not exceed 0.1%: \u2013 DEHP (di(2-ethylhexyl) phthalate); \u2013 DBP (dibutyl phthalate); \u2013 BBP (toluenebutyl phthalate); \u2013 DINP (diisononyl phthalate); \u2013 DIDP (didecyl phthalate); and \u2013 DnOP (di-n-octyl phthalate). Before a product is marketed, manufacturers must provide a compliance test report issued by a third-party impartial organization confirming the presence of these six phthalates. However, research commissioned by the CPSC revealed that not all types of plastics use the aforementioned six plasticizers in their manufacturing processes, raw materials, or additives, or when they are added, the amount used is far less than the limit of 0.1%. These plastics include: \u2013 Polypropylene (PP); \u2013 Polyethylene (PE); \u2013 High-impact polystyrene (HIPS); and \u2013 Acrylonitrile butadiene styrene copolymer (ABS). Therefore, the CPSC recommends that children's products using these four types of plastics do not require third-party testing reports on the six plasticizers, as the concentration of these plasticizers added during manufacturing is unlikely to exceed the 0.1% limit stipulated in the law, thus not conflicting with the law's requirements. The Toy Industry Association (TIA) positively supports this recommendation, stating that if adopted, it will significantly reduce the cost burden of product testing for the toy industry.
