Can upgrading raw material design and application standards help us eliminate the various wastes generated by the current economic model? Policymakers in China and Europe believe so. It is well known that the circular economy concept has also attracted the attention of large multinational corporations such as Coca-Cola, profoundly influencing their product business design. Every year, the global cost of landfill incineration, waste disposal, and pollution management reaches billions of dollars, and the circular economy model can help us save on this expense. To build a more resource-efficient and sustainable economy, the Chinese government and the European Union seem to have naturally found a point of cooperation. Since the Industrial Revolution, industrial development has adopted an exploitative model\u2014a three-step process of extracting resources, manufacturing products, and then discarding them. While this model has met development needs and lifted billions out of poverty, it has also caused massive waste and pollution. From the perspective of exacerbating resource scarcity, the negative impacts of this model are already becoming apparent. Industry and governments have realized that a different system must be established to bring more resilient long-term prosperity and free economic growth from negative impacts. This is our current task\u2014promoting the circular economy model. Plastics are a hallmark material of the modern economy, ubiquitous and widely used, yet their growth rate is astonishing. Plastics exhibit a typical linear life cycle: from limited resources to products, and finally discarded after use. The characteristics of plastics allow for rapid accumulation, with both consumption and production growing rapidly. Therefore, we aim to reshape the plastic packaging industry from the upstream design stage. For other stages, the focus is on innovating distribution models to deliver products to consumers without increasing plastic waste. The most interesting part of the European Commission's current \"circular economy\" initiative emphasizes the upstream and design stages, focusing on what products are being brought to market. If a system that generates no waste can be built through \"ecodesign directives\" or expanded producer responsibility, then downstream waste in the product chain will naturally decrease. This is just a positive perspective; discussions among EU member states will be very difficult, and setting targets for urban waste recycling is crucial during this transitional period. Another part of this strategy is to improve the quality of recycling, ensuring that recycled components are not downgraded to low-quality raw materials. Recently, China issued a major policy decision that could significantly impact Sino-European bilateral relations and cooperation on waste management: \"Operation Sword at the Border 2017,\" a special campaign to combat imported waste. Currently, China imports 70% of its plastic waste and 37% of its paper waste annually from other countries, making it the world's largest market for plastic waste. China's ban on imported waste will inevitably have a significant impact. However, if a country begins to refuse entry to certain materials, it's because of concerns about the material's properties and quality. These concerns naturally affect products entering that country's market, not just waste, because if the materials used in a product are unwelcome, the product's market access will be affected. We can no longer simply dump everything at our borders. We need to carefully consider the entire process of material production, design, and use\u2014if a product doesn't meet the final requirements of this process, should it be redesigned? From this perspective, China's refusal to accept imported waste is likely to influence international product design standards and regulations. China has already taken numerous actions to promote the development of a circular economy, and its focus on eco-design has reached unprecedented levels.
