In 2017, EU REACH added four new Substances of Very High Concern (SVHCs) and expanded communication on the finished product parts supply chain. With the unanimous agreement of the Member State Commissioners of the European Chemicals Agency (ECHA), four new SVHCs were officially added in January 2017, bringing the total number of SVHCs to 173. 4,4\u2019-isopropylidenediphenol (bisphenol A) EC 201-245-8; CAS 80-05-7 Reproductive toxicity; mostly used in plastics and resins, with limited application in thermal paper. BPA is listed in Annex 17 and is prohibited in thermal paper. Nonadecafluorodecanoic acid (PFDA) and its sodium and ammonium salts EC 206-400-3; CAS 335-76-2 Reproductive toxicity, persistence, bioaccumulation, and toxicity (PBT); uses include plasticizers, surfactants, wetting agents, and corrosion inhibitors. 4-Heptylphenol, branched and linear (4-HPbl) 4-Heptylphenol is environmentally hormonally hazardous. 4-Tert-pentylphenol (PTAP) EC 201-280-9; CAS 80-46-6. Its uses include: manufacturing synthetic resins, detergents, coatings, adhesives, thinners, paint removers, etc. According to Article 7(2) of the REACH Regulation, any manufacturer\/importer of finished products containing four chemical substances that meets the following two conditions must notify ECHA within six months from the date of official document publication: \u2013 The total amount of any single SVHC in all finished products of each manufacturer or importer exceeds one tonne per year; and \u2013 The concentration of SVHC in the finished product exceeds 0.1% by weight. The notification obligation is waived if the SVHC has been registered for the intended use or exposure can be eliminated. Furthermore, according to Article 33 of the REACH Regulation, if the concentration of SVHCs in a finished product reaches 0.1% by weight, the manufacturer and importer must communicate supply chain information to provide customers and suppliers with sufficient information on the safe use of SVHCs in the finished product. The regulation requires that at least the names of the SVHCs be provided. When consumers request safety information, the finished product supplier must provide it free of charge within 45 days. On September 10, 2015, the European Court of Justice (ECJ) ruled that the relevant regulations on SVHCs in finished products must be based on the calculation of each component in the finished product. In response, the European Chemicals Agency (ECHA) released an updated draft of the guidelines on the substance specification of finished products in July 2016 and conducted a public consultation. The final version of the guidelines is expected to be announced in the first quarter of 2017. The updates to the EU REACH Regulation on SVHCs are an issue that domestic manufacturers exporting to the EU need to pay continuous attention to. Businesses should confirm in advance whether relevant business response strategies need to be formulated for their products and supply chains to consolidate their commercial interests in the EU market.
