Starting in January 2017, EU member state auditors will enhance their review of the quality of information disclosure in Safety Data Sheets (SDSs) regarding the safe use of hazardous substances, in accordance with the requirements of the fifth enforcement action of the REACH regulation. The Chemical Industry Administration (CIA) stated that the project aims to ensure that production line workers are aware of the hazards of hazardous chemicals and use them correctly. During audits, auditors will check whether the information in the SDSs is consistent with the information in the Chemical Safety Reports (CSRs) prepared by the chemical manufacturers. Auditors will also review the exposure scenarios that should be attached to the SDSs. Finally, based on the auditors' reports and statistical analysis, the CIA will assess the effectiveness of communication of this crucial chemical information from the original chemical manufacturer through the product manufacturing supply chain to the consumer, and will formulate the next phase of chemical information management based on the results of this project. The project will also collaborate with labor inspectors in member states to collect data on whether manufacturers have implemented chemical substance management systems and whether production line workers correctly understand the safe use of chemicals. The European Association of Chemical Distributors (FECC) has made the following recommendations to its members regarding REACH-compliant SDSs for this project: \u2013 The content of the Chemical Substance Safety Data Sheets should be compiled in accordance with the requirements of Annex II of the REACH Regulation; \u2013 The framework for the exposure handling procedures should comply with the requirements of the Guidance on Information Requirements and Chemical Safety Assessment; \u2013 Technical terminology in SDSs and exposure handling procedures should use EuPhraC and ESCom standards. Although this project targets manufacturers within the EU, many domestic component SMEs are part of the international supply chain and will be subject to the same regulations due to the requirement for supply chain transparency. SMEs are advised to actively collect and prepare information related to the safe use of chemicals to meet the requirements of the international supply chain.
