In 1995, the United Nations Environment Programme called for necessary global action against persistent organic pollutants (POPs), defined as \"chemical substances that are present or accumulate in the bodies of plants and animals and that circulate in the natural environment over a long period of time and are harmful to humans.\" Subsequently, the Intergovernmental Forum on Chemical Safety (ITS) and the International Programme for Chemical Safety (IPC) compiled an assessment of 12 chemicals that pose the greatest environmental threat. On May 17, 2004, the initial 128 bodies and 151 signatory states ratified the Convention, which officially entered into force. They jointly signed an agreement to ban nine POPs. The Convention also agreed that it could be reviewed and supplemented if new chemicals met certain criteria for persistence and transboundary threats. On May 8, 2009, at the Convention conference in Geneva, a new batch of chemicals were added to the Convention for regulation. A recent survey by the International POPs Elimination Network (IPEN) revealed several flame retardants listed in the Stockholm Convention in children's toys made from recycled plastics purchased from 26 countries. These toys were primarily made from recycled plastic casings from electronic and electrical products. The detected flame retardants included octabromodiphenyl ether (octaBDE), decabromodiphenyl ether (decaBED), and hexabromocyclododecane (HBCD). OctaBDE and HBCD are both listed in Appendix A of the Stockholm Convention as persistent organic pollutants (POPs), and signatory countries are required to take measures to eliminate the production and use of Appendix A substances. However, there are exclusion clauses allowing recycled plastic materials to contain octaBDE until 2030. The report indicates that recycled plastics containing POPs and other hazardous substances will contaminate new products, and their harm will continue to affect the environment and human health. Removing the exclusion clauses in the Stockholm Convention regarding POPs in recycled plastics would be more beneficial to environmental pollution and human health, while also improving the safety of recycled materials. The report shows that POPs levels detected in children's products far exceed permissible limits. For example, 43 samples (39%) contained more than 50 ppm of octabromodiphenyl ether \u2013 the Stockholm Convention recommends a POPs level of 50 ppm in waste. However, the toy industry disagrees with the report. Adrienne Appell of the Toy Industry Association (TIA) points out that the samples in the report are of unknown origin and likely counterfeit products. This is because US federal safety regulations are very strict regarding commercially available children's products, and the content of harmful substances in these products is also regulated. Catherine Van Reeth of the Toy Industries of Europe (TIE) states that even though sustainable waste management and the circular economy are important development principles for the EU, toy safety will not be sacrificed. Van Reeth points out that leading EU toy brands are currently investing heavily in finding safe, sustainable materials to replace new ones.
