Hazardous chemicals have become a high-risk source of consumer products in the EU. Hazardous substances in products have become the second largest source of health and safety risks in the EU market. According to the 2016 statistical report of the European Commission's Rapid Alert System for Non-Food Products (RAPEX), injuries caused by product use are the leading source of risk in the EU, accounting for 25% of rapid alert notifications in 2016, while notifications of products containing hazardous chemicals exceeding limits accounted for 23%, ranking second. The EU has implemented the RAPEX notification system since 2004. Its main purpose is to ensure that European consumers can buy safe products. It also serves as an information aggregation platform for market surveillance agencies among EU member states and for the European Commission to exchange and rapidly notify of dangerous goods. RAPEX publishes the name and brand of the notified product, the country of origin, the reason for being notified as a dangerous product, and the subsequent market handling mechanism weekly. Since its inception in 2004, the EU blacklist has added thousands of products annually. Notified products are subject to varying degrees of corrective measures by the market surveillance authorities of EU member states, and in severe cases, manufacturers may be required to remove the products from shelves and recall them. The 2016 statistics for notified product categories remained consistent with previous years: \u2013 26% were toys; \u2013 18% were motor vehicles; \u2013 13% were clothing, textiles, and fashion products. Among hazardous chemicals, toys contained phthalates, which were notified most frequently. Germany was the member state that proactively submitted the most notifications, accounting for 16%; followed by Spain at 11% and France at 10%. China remains the country of origin for the most dangerous products, accounting for 53% of the notified dangerous products. Toys and clothing constitute the majority of these notified dangerous products manufactured in China. Compared to the 2015 statistical report, in which China accounted for 62% of dangerous products, the number of notified dangerous products this year shows a decreasing trend; conversely, the proportion of notified dangerous products from the EU increased from 15% in 2015 to 23% in 2016. The total number of notified dangerous products in 2016 was 2,044, roughly the same as in previous years, but the number of notified products through the aftermarket handling mechanism jumped to 3,824, indicating that consumer product authorities in different member states have begun to pay more attention to the information from this notification system and are taking more action.
