In April of this year, the Ministry of Economic Affairs' Bureau of Energy (BEE) announced draft amendments to the \"Electricity Development Subsidy Fund Utilization and Supervision and Management Regulations\" (EEPSF Regulations), incorporating offshore wind power into the EEPSF system. The amendments also specify the allocation ratio for offshore wind power subsidies, with local fishermen's associations receiving a maximum of 55%. However, the allocation must be submitted to the local county or city government for review and approval by the central government. Civil society groups including the Fishermen's Rights and Environmental Sustainability Center held a press conference on the 8th, applauding the BEE's legislative intentions but arguing that the review system remains too vague. They proposed four amendments, calling for the establishment of an expert committee to review the use of EEPSF, fishermen's participation in planning its use, public disclosure of EEPSF information, and explicit use of funds for fisheries and marine affairs to avoid public controversy. With the inclusion of offshore wind power in the EEPSF system, local fishermen's associations will receive 55% of the subsidies. The routine subsidies will be allocated to the county or city government where the wind farm is located, 15% for local fishermen's associations, 55% for local fishermen's associations, and the remaining 30% for the township or city office where the onshore substation is located. The draft stipulates that local fishermen's associations are responsible for planning the use of ENE subsidies, submitting them to the county or city government, which will then review them in conjunction with the central competent authority and the central fisheries authority.
