Overcoming trade barriers

The Green Dot as an international financing symbol for packaging recycling

The Green Dot has been printed on packaging in Germany since 1991.
In order to establish the Green Dot as a uniform European trademark,
the Brussels-based Packaging Recovery Organisation Europe s.p.r.l.
(PRO EUROPE) was founded on the initiative of Duales System Deutschland GmbH (DSD) in 1995.
DSD GmbH has transferred the European rights to use the Green Dot
trademark to PRO EUROPE with the exception of Germany.

PRO EUROPE believes that one of its primary tasks is to avoid the formation of trade
barriers in the implementation of the European Union (EU) Packaging Directive.
This sets recovery targets of between 50 and 65 per cent by weight for packaging recycling,
depending on the material involved (22.5 per cent for plastics).
In spite of the specific national differences between the systems involved, t
he Green Dot has meanwhile established itself successfully: in addition to Germany,
it is being used in Austria, Belgium, Bulgaria, Cyprus, Estonia, France, Greece, Hungary,
Ireland, Latvia, Lithuania, Luxembourg, Malta, Norway, Poland, Portugal, Romania, Slovakia,
Slovenia, Spain, Sweden, Turkey and the Czech Republic as a financing symbol.
Cooperation agreements have been concluded with Canada and the United Kingdom.

Awarded in line with haromonised rules
PRO EUROPE awards the right to use the Green Dot on the basis of harmonised rules
and regulations to authorised national collection and recovery systems that have been
set up to implement the EU Packaging Directive.

Since its foundation, PRO EUROPE has become the centre of a European network
that organises an exchange of experience between the individual national waste management systems.
In addition, PRO EUROPE coordinates and represents the interests of the different members at
a political level: This includes meetings with representatives of the EU Commission,
members of the European Parliament or other institutions, for instance.

PRO EUROPE is headed by two managing directors,
who are supplied by Eco-Emballages and DSD. However,
the organisation does not have any staff of its own. Rather,
various tasks are handled by the staff of the national Green Dot organisations.

The Green Dot is the most widely used trademark in the world –
it is meanwhile printed on more than 460 billion pieces of packaging all over Europe.
The Green Dot trademark is protected in around 170 countries.
