The Swedish Chemicals Agency (Kemikalieinspektionen, KEMI) is a specialized agency under the Swedish government whose goal is to reduce the potential risks of chemicals to human health and the environment. In 2024, the Swedish Chemicals Agency, in collaboration with Swedish municipalities, launched a nationwide inspection program to monitor hazardous substances in products sold by small retailers.<\/p>\n\n\n\n

The inspections covered 607 items in 248 stores across Sweden, focusing on product categories such as soft plastics, electronics, and jewelry, which have been previously found to have elevated chemical risks. KEMI hopes this program will strengthen the enforcement of chemical regulations, hold businesses accountable for ensuring the safety of their products, and raise public awareness of chemical safety and sustainability. Given the strict oversight and ongoing focus of EU market regulators on various products, SGS recommends that relevant companies take necessary measures to ensure their products comply with all relevant chemical safety regulations. This not only involves meeting specific restricted substance limits (such as REACH, RoHS, and POPs), but also requires companies to manage risks throughout the entire supply chain and ensure that product labeling and marking comply with market regulations.<\/p>\n\n\n\n

Chemical Substance Testing Results<\/strong><\/h2>\n\n\n\n

Of the 607 products sampled, 91 contained substances exceeding the limits of REACH, RoHS, and POPs regulations, representing 15% of the total. Data Analysis of Illegal Products (Note: Some products violated multiple regulations at the same time):<\/p>\n\n\n\n

  • REACH violations: 55;<\/li>\n\n\n\n
  • RoHS directive violations: 33 cases;<\/li>\n\n\n\n
  • POPs regulations violations: 8 cases;<\/li>\n\n\n\n
  • SVHC substances detected at a level exceeding 0.1% were found in 15 items.<\/li>\n<\/ul>\n\n\n\n

    The most frequently detected illegal substances are<\/strong>\uff1a<\/p>\n\n\n\n

      \n
    • Phthalates (DEHP): 35 products, accounting for about 6%, mainly found in cables, toys and soft plastics in packaging;<\/li>\n\n\n\n
    • Lead: 35 items were found, with the proportion exceeding the standard being comparable to that of DEHP;<\/li>\n\n\n\n
    • Cadmium: 25 items were found to exceed the limit;<\/li>\n\n\n\n
    • Short-chain chlorinated paraffins (SCCPs): 8 products contained levels exceeding regulatory limits.<\/li>\n<\/ul>\n\n\n\n

      Label inspection results<\/strong><\/h2>\n\n\n\n

      Of the 162 products that were required to comply with specific labeling regulations, only 84 (approximately 52%) were correctly labeled. The following issues were found during the inspection:<\/p>\n\n\n\n

      • 18 products lacked the CE mark (the CE mark is a basic requirement for products to be sold in the EU market);<\/li>\n\n\n\n
      • Among the 33 products containing substances exceeding the limits of the RoHS Directive or the Toy Safety Directive, 27 were incorrectly labeled with the CE mark, indicating that some manufacturers have major deficiencies in product compliance assessments, affecting consumer trust and safety.<\/li>\n<\/ul>\n\n\n\n
