ECHA will focus on the classification, labeling and packaging of hazardous mixtures in products"},"content":{"rendered":"<p class=\"wp-block-paragraph\">Release time\uff1a2024-06-26<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On June 17, 2024, the European Chemicals Agency (ECHA) Enforcement Forum announced the launch of a new EU-wide project (REF-14) aimed at checking whether hazardous mixtures in products on the market are correctly classified, labeled and packaged to ensure that consumers and children are protected from the hazards of chemicals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Key inspection areas:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Whether the supplier strictly complies with the CLP regulations, including product classification, labeling, packaging and the configuration of child safety locks.<\/li>\n\n\n\n<li>Supplier notifications and safety data sheets submitted to the Toxicology Center.<\/li>\n\n\n\n<li>Consumer products on the market known to contain hazardous mixtures, such as nicotine products with acute toxicity and air fresheners containing allergens or irritants. (Law enforcement agencies note that these products are sometimes not properly classified and labeled and lack childproof locks, posing a risk of exposing children to hazardous chemicals.)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph translation-block\"><strong>REF-14Project Timeline:<\/strong> Preparation is expected to be completed in 2025; the inspection is expected to officially begin in 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Pilot project focuses on sole representative<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The forum decided that the pilot enforcement project will focus on regulating imported substances registered as Only Representatives (ORs) and will also focus on examining substances in mixtures. Enforcement officers will uncover regulatory evasion and potential fraudulent practices, ensuring fair international competition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Verification information includes: whether the registered tonnage is accurate; whether the OR has properly retained the importer's records and fulfilled the relevant obligations of the safety data sheet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Increase transparency<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To enhance transparency, the Forum has decided to conduct future stakeholder workshops via livestream, allowing the public to directly access the results and recommendations of enforcement projects and enhance understanding of compliance issues and enforcement progress. The Forum and its Biocidal Subgroup (BPRS) also provided detailed guidance on ongoing projects and reviewed the results of national enforcement activities. The most recent meeting was held from June 10 to 14, 2024, with the next scheduled for November 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>background<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Enforcement Forum and its Biocides Group are composed of enforcement agencies from the EU and the EEA.
