REACH Annex XVII Revises Siloxane Control Requirements"},"content":{"rendered":"<p>\u767c\u5e03\u6642\u9593\uff1a2024-06-04<\/p>\n\n\n\n<p>On May 16, 2024, the European Union published Regulation (EU) 2024\/1328, amending the restrictions of REACH, in its Official Journal. This amendment comprehensively revises the restrictions on siloxanes in Entry 70 of Annex XVII to REACH. After June 6, 2026, each substance may not be placed on the market in a concentration equal to or exceeding 0.1%.\n<br>(a) As a substance on its own;\n<br>(b) As a component of other substances;\n<br>(c) In a mixture;\n<br><br>2. After June 6, 2026, it may not be used as a solvent for dry cleaning of textiles, leather, and fur. 3. Exemptions:\n(a) D4 and D5 in rinse-off cosmetics, applicable from January 31, 2020;\n(b) Other cosmetics, applicable from June 6, 2027;\n(c) Medical devices (as defined in Regulations 2017\/745 and 2017\/746), applicable from June 6, 2031;\n(d) Medicinal and veterinary products, applicable from June 6, 2031;\n(e) D5 for dry cleaning, applicable from June 6, 2034. 4. The following uses are exempt from paragraph 1:\n\n- Monomers or intermediates for the production of organosilicon polymers;\n\n- Formulation\/packaging\/non-metallic surface treatment, etc.;\n\n- D5 and D6 in medical scar care devices;\n\n- D5 for art restoration;\n\n- Laboratory research and development uses.\n\n5. Paragraph 1 (b) does not apply to uses as a component of silicone polymers.\n\n6. Paragraph 1 (c) does not apply to mixtures (e.g., adhesives, coatings, printing applications, etc.) under the following concentration conditions:\n\n(a) Concentration \u2264 1%, (b) D4 \u2264 0.5%, D5\/D6 \u2264 0.3%, etc. 7.
