On November 5, 2025, the European Chemicals Agency (ECHA) announced that \"1,1\u2032-(ethane-1,2-diyl)bis[pentabromobenzene] (DBDPE)\" has been added to the list of Substances of Very High Concern (SVHC), bringing the total number of SVHCs to 251. DBDPE is a substance with \"very durable and very bioaccumulative\" (vPvB) properties and is widely used in various industries as a flame retardant.

Under the EU REACH regulations, companies are responsible for managing the risks associated with substances of very high concern (SHC) and proactively providing sufficient information to ensure safe use by customers and consumers. These requirements include: [Supply Chain Communication] (Article 33) \u2013 If the finished product contains SHC at a concentration of 0.1% (w\/w), the manufacturer\/importer must communicate supply chain information, providing customers and suppliers with sufficient information on the safe use of SHC in the finished product. When consumers request safe use information, the finished product supplier should provide it free of charge within 45 days.
\u3010Notification\u3011(Article 7 (2)) If a finished product contains a substance of very high concern and meets the following conditions, the manufacturer\/importer must submit a notification to ECHA within six months of the substance being added to the SVHCs list:
-The substance of very high concern is present in the relevant finished product at a concentration exceeding 0.1% (w\/w);
-The total annual amount of the substance of very high concern in the relevant finished product of an individual manufacturer\/importer exceeds 1 tonne;
-And the normal or reasonable intended use of the finished product, including disposal, cannot rule out human and environmental exposure to the substance of very high concern.
It is recommended that manufacturers in our country pay close attention to ECHA announcements, especially the potential future addition of these substances to the Authorisation List, which will further restrict unauthorized use. Through communication with international supply chain partners, it is possible to ensure trade stability and sustainable development while responding to regulatory changes.
In addition, suppliers of SVHC substances within the EU and the European Economic Area (whether in the form of a single substance or a mixture) must also update the Safety Data Sheets (SDS) provided to their customers. Meanwhile, according to the EU Ecolabel Regulation, products containing SVHCs are ineligible for the EU Ecolabel. DBDPE has long been used as a flame retardant to replace decabromodiphenyl ether (decaBDE). Its inclusion on the SVHC list indicates that the EU is gradually tightening its management of brominated substances in flame retardant formulations. ECHA has also stated that it will consider further restrictive measures on brominated flame retardants. It is recommended that companies review the use of DBDPE in their products and raw materials as soon as possible, proactively confirm supply chain composition information with EU customers, assess alternative substances, or adjust formulations to ensure that future product exports still comply with EU regulations.
