On October 14, 2007, the Governor of California passed AB 1108. Starting January 1, 2009, this law restricted the manufacture and sale of certain toys and childcare products to limits exceeding the limits for six phthalate compounds. Phthalates are chemicals used to increase the plasticity of polyvinyl chloride (PVC) plastic products and to incorporate fragrances into cosmetics. They are used in many products children use, such as teethers, toys, and soft plastic books. In California, DEHP, DBP, BBP, and DIDP are known carcinogenic or toxic chemicals.
