The Battery Directive 2006\/66\/EC regulates and prohibits the sale of batteries and accumulators containing hazardous substances, and specifically establishes regulations for the collection, processing, recycling, and disposal of waste batteries and accumulators, thereby improving the recycling and reuse rate of waste batteries and accumulators. The UK recently announced its new legislation, which will come into effect on September 26, 2008. Finland, Spain, Austria, and many other countries have also completed the directive's conversion.<\/p>\n\n\n\n

Regulatory Content<\/strong>
The Battery and Accumulators (Placing on the Market) Regulations 2008 (SI No. 2008\/2164) and the Conversion Battery Directive 2006\/66\/EC are UK laws that list the technical requirements for placing batteries on the market, such as:<\/p>\n\n\n\n

\"\"<\/td>The production of batteries with a mercury content exceeding 0.0005% (by weight) and a cadmium content exceeding 0.002% (by weight) is prohibited.<\/td><\/tr>
\"\"<\/td><\/tr>
\"\"<\/td>Battery labelling standardized to promote recycling rates includes a cross-out wheeled bin symbol.<\/td><\/tr>
\"\"<\/td>If the lead, cadmium, or mercury content in a battery exceeds the prescribed limits, the chemical symbols indicating the excess levels must be labeled.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n

The regulations also cover the display and sale of batteries. The battery guidelines issued by the UK Department for Business, Enterprise and Institutional Improvement (BERR) state that only batteries that have been on the market since September 26, 2008 but do not meet the regulations will be prohibited from sale and required to be removed from shelves.<\/p>\n\n\n\n

The legislation also addresses the difficulties that may arise from product design and a lack of guidance for end users regarding the removal of used batteries from devices. The UK Department for Business, Enterprise and Institutional Improvement's battery guidelines also state:<\/p>\n\n\n\n

\"\"<\/td>The law aims to ensure that there are no devices on the market designed to prevent the easy removal of discarded batteries.<\/td><\/tr>

\"\"<\/td>Manufacturers should ensure that there are operating instructions explaining how to safely remove used batteries from the equipment, and, if necessary, appropriately inform end users of the type of batteries installed.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n
