Geert Dancet, CEO of the European Chemicals Agency (ECHA), provided an update on the authorization process at the Substitution Conference in Brussels on September 17, and also explained the progress of the previously released REACH list of Substances of Very High Concern (SVHCs). Mr. Dancet explained that if the progress is in line with expectations, the 16 SVHCs recently announced will be voted on in October. Four substances on the initial list are considered controversial, and their inclusion on the SVHC list will be discussed at the fourth meeting of the Member States Committee (MSC) in October.<\/p>\n\n\n\n

What are Substances of Very High Concern (SVHC)?<\/strong>
According to the EU's new chemical regulations (REACH), the SVHCs included in Annex XIV are:<\/p>\n\n\n\n

\"\"<\/td>Substances that meet the criteria of Category 1 or 2 (carcinogenic, mutagenic, or toxic for reproduction, as specified in Directive 67\/548\/EEC)<\/td><\/tr>
\"\"<\/td><\/tr>
\"\"<\/td>Substances with persistent bioaccumulative and toxic (PBT) or very persistent, very bioaccumulative (vPvB) substances.<\/td><\/tr>
\"\"<\/td><\/tr>
\"\"<\/td>Substances that have been scientifically proven to be seriously harmful to the human body or the environment, and whose level of harm is equivalent to the aforementioned substances, such as endocrine disruptors.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n

Domestic electronics manufacturers must have a thorough understanding of the SVHC list, as Article 33, Paragraph 2 of the REACH Regulation requires retailers and manufacturers to disclose information about substances in their products. When consumers inquire whether a product contains SVHCs, the supplier must provide a statement within 45 days indicating whether the product contains SVHCs at a concentration higher than 0.1% (w\/w), and if so, provide the chemical name of the substance and safety guidelines for its use.<\/p>\n\n\n\n
