These regulations are enshrined in the Energy Independence and Security Act of 2007, the Energy Policy and Conservation Act of 1975, and the Energy Policy Act of 2005. To this end, the U.S. Department of Energy is developing several energy conservation rules.<\/p>\n\n\n\n<p>First, the U.S. Department of Energy recommends revising and expanding existing certification, compliance, and enforcement rules for several categories of consumer products, commercial, and industrial equipment regulated under the Energy Policy and Conservation Act. The recommendations include several rules such as implementing sampling programs to verify product compliance with current standards, requiring manufacturers to submit compliance statements and certification reports to the U.S. Department of Commerce, requiring manufacturers to maintain compliance records, and establishing enforcement actions for non-compliant certifications and non-compliant products. Under these revised rules, the Department of Energy can enforce relevant energy and water conservation standards for regulated products and equipment and gain a better understanding of the detailed water and energy usage of products sold in the U.S. market. The Department held a public meeting on the recommendations on September 30 and is collecting comments and information by October 18.<\/p>\n\n\n\n<p>The U.S. Department of Energy has also recommended revising energy consumption testing procedures for household washing machines to establish energy consumption standards for standby and off modes. Of particular note is the Department's recommendation to incorporate energy consumption testing for standby, off, and several additional modes into the current testing procedures. The recommendations also include revising the energy consumption testing procedures for on-mode to more accurately measure the energy consumption of washing machine technologies not currently covered by the procedures; to more accurately reflect current consumption patterns and washing machine performance; to address issues related to testing clothes, detergents, and certain testing equipment; to revise and clarify current testing and calculation methods; and to phase out outdated washing machine testing procedures within current U.S. federal regulations. The Department of Energy will hold a public meeting on October 28 and collect comments and information by December 6.<\/p>\n\n\n\n<p>On the other hand, the U.S. Department of Energy has proposed revising the current minimum energy efficiency standards for household appliances such as refrigerators. The department will revise the standards for these products if it deems them technically and economically feasible and effective in achieving energy savings. The Department of Energy's analysis indicates that the proposed standards would reduce energy consumption by three times the total annual electricity consumption of household appliances such as refrigerators in the United States over 30 years. The Department of Energy states that the proposed standards will apply to products manufactured or imported into the United States on or after January 1, 2014.
