Chen Shu-ling, Deputy Director of the Toxic and Chemical Substances Bureau (TCSB) of the Environmental Protection Administration, stated, \"Taiwan will submit a list of 'Chemicals of Concern' by the end of the year.\" This terminology is not equivalent to the US TSCA, or Substances of Concern (SoCs), or EU REACH Substances of Very High Concern (SVHCs). Instead, it refers to substances that have raised public concern due to food safety, public health, and industrial accidents. Chen Shu-ling said, \"The Bureau is currently discussing assessment criteria and screening with relevant stakeholders, using a 'risk management' approach to identify these substances.\" At the International Symposium on Chemical and Mercury Management held in Taipei on August 7-8, Deputy Director Chen stated that the focus will be on substances with one or more of the following characteristics: \u2013 Food safety concerns \u2013 High risk \u2013 Mass-produced substances \u2013 Corrosive toxins \u2013 Accidental risks \u2013 Potential for use in illicit poisons. Deputy Director Chen added that chemicals of concern will not be subject to the same stringent regulations as toxic substances. They will not be subject to the same requirements, such as: \u2013 submitting a shipping manifest and tracking shipments in real time, or \u2013 establishing a complete risk response system \u2013 unless the substance is specifically identified as a hazardous substance. However, manufacturers or importers must: \u2013 submit a special treatment application \u2013 ensure compliance with labeling and safety data sheet (SDS) requirements \u2013 submit a specific treatment or use report. This substance is included in and regulated under the Toxic and Chemicals of Concern Act (TCSCCA). The act was passed in January of this year and will take effect on January 16, 2020. The TCSCCA has been renamed and its regulations expanded from the previous version, the Toxic and Chemicals of Concern Act (TCSCA), to include substances of concern in addition to chemical toxins. When the amended bill is fully implemented, the number of substances included will increase significantly, currently totaling 340 chemical toxins. Further Administrative Regulations Deputy Director Chen said, \"The Environmental Protection Administration will solicit public opinion and further announce 30 amendments or new administrative regulations to support the bill. The Legislative Yuan does not need to approve them.\" He added, \"Four of them will be announced by the end of August,\" but did not specify which ones. Earlier this year, revisions to some executive draft bills were announced, including: \u2013 Revisions to the enforcement rules of the bill \u2013 Provisions related to the protection and assistance of whistleblowers \u2013 Rewards for compliance with the bill. Officials from the National Chemical Substances Administration (NCSA) also stated that the Executive Yuan-level National Chemical Substances Management Committee, authorized by the amended law, was established in June.
