REACH-EN-Force-1<\/strong>
The REACH integration and implementation project, named REACH-EN-Force-1, has commenced in Europe. This project will give manufacturers and importers (including sole representatives) their first impression of REACH compliance within the EU and the European Economic Community. It will also strengthen the implementing agencies' capacity to enforce REACH. National auditors have begun verifying pre-registration, registration, and the provision of applicable safety data sheets. The Forum for exchanging implementation information recently held its fourth meeting in Helsinki, reviewing the project's launch and reaching a consensus on future steps.<\/p>\n\n\n\n

The core principle of the REACH implementation project implemented by the Forum is: no data, no market. Auditors from participating countries will focus on phased substances (existing substances) and verifying whether companies have submitted pre-registration or registration documents, and, where necessary, the provision of safety data sheets. Appointed national coordinators will oversee the project implementation in each participating country and train local auditors. To this end, the Forum working group trained national coordinators at the European Chemicals Agency's site in early April this year. Project results will be collected by the end of 2009, and the Forum working group will analyze them and produce a report in early 2010. The Forum is also preparing for a second integrated project to be launched in 2010.<\/p>\n\n\n\n

The European Chemicals Agency (ECHA) has announced over 2.7 million pre-registrations and the establishment of approximately 150,000 Pre-SIEFs (Pre-Substance Information Exchange Forums). Given this massive amount of data and the need to complete these REACH registrations within a short period, the European Chemicals Industry Association (CEFIC) has recommended methods for effectively managing the activities required by SIEFs. All pre-registered entities are divided into the following four categories:<\/p>\n\n\n\n

\"\"<\/td>Dormant Status: Many companies only intend to secure their business in the EU through the pre-registration process and have no intention of completing the full registration process. These pre-registered companies are not required to actively participate in any SIEF communication activities beyond fulfilling their obligation to share information.<\/td><\/tr>

\"\"<\/td>Passive participation: Some pre-SIEF members are willing to register but can only use minimal resources, or are only interested in actively participating in SIEF discussions. These individuals are only interested in the final part of the integrated registration process.<\/td><\/tr>

\"\"<\/td>Involved: Pre-SIEF members who want to participate in the technical profile creation process and registration, but do not have enough resources to participate in all SIEF activities.<\/td><\/tr>

<\/strong>The European Chemicals Agency (ECHA) has published a REACH content summary statement, providing registrants with important instructions on how to launch a material information exchange platform. This platform plays a crucial role in the REACH regulations, and ECHA hopes it will ensure the successful sharing and evaluation of data and the preparation of common components required for registration. Furthermore, material information exchange platforms are independent and not owned by ECHA.<\/p>\n\n\n\n
