On December 2, 2015, the European Commission launched the \"Closing the Loop \u2013 An EU action plan for the Circular Economy,\" prioritizing the transition from a linear economy to a circular economy. The circular economy involves recycling and reusing products and materials, giving them new uses. The EU has subsequently published implementation reports on the action plan, established a circular economy funding assessment system to encourage investment and innovation, published guidelines on waste recycling, and proposed draft RoHS amendments and impact analysis reports for the management of hazardous chemicals in electrical and electronic equipment. It is clear that the EU considers excluding hazardous chemicals from the circular economy a top priority. To support the EU's circular economy policy, the CEO of ECHA, the governing body for REACH, stated that a balance needs to be struck in managing valuable materials, recycled materials, and hazardous substances that need to be phased out. A decision needs to be made regarding whether to implement new regulations specifically for managing recycled materials. Current regulatory tools prioritize restricting hazardous chemicals from entering the raw material cycle. The European Environment Agency (EEB) recommends that existing regulations should effectively and consistently prioritize encouraging safe substitution, including: \u2022 Accelerating the identification of substances of very high concern related to restrictions and authorizations under the EU REACH regulation. \u2022 Ensuring the thorough implementation of the REACH regulation and that its mechanisms keep pace with scientific advancements in the properties of substances. \u2022 Clarifying the definition of \"appropriate substitution\" in REACH, persistent organic pollutants (POPs), the RoHS directive, and other regulations restricting the manufacture, sale, and use of hazardous chemicals. Furthermore, public consultation on safe substitution must become a prominent area of \u200b\u200bstudy, attracting relevant professionals (such as product designers) to provide advice. The EEB recommends establishing an online innovation platform to enable stakeholders to share information on alternative substances, technologies, and decision-making procedures applicable to REACH, POPs, and RoHS directives. Priority should be given to disclosing information to consumers about Substances of Very High Concern (SVHCs) in products, specifying which parts of the product contain SVHCs. To effectively implement this, competent authorities should promote or budget for the development of mobile applications that help consumers obtain product hazard information. The same SVHC disclosure requirements apply to all identified hazardous substances besides SVHCs. Other measures to accelerate safe alternatives include: EU standards that are product specifications should restrict or prohibit the use of specific hazardous substances. Economically, product liability fees should be levied on manufacturers of products containing hazardous chemicals that hinder safe use or safe recycling.
