On February 17, 2009, the European Parliament\u2019s environment committee expressed its support for a proposal put forward by the European Commission (hereinafter referred to as the Commission) to phase out incandescent light bulbs in stages from 2009 to 2012, replacing them with energy-efficient fluorescent and halogen light bulbs. The Commission stated that consumers using low-energy light bulbs could save on electricity bills and significantly reduce carbon dioxide emissions annually. It was estimated that each household could save \u20ac25 to \u20ac50 per year. The Commission expected to save approximately 40 trillion terawatt-hours of electricity and reduce carbon dioxide emissions by approximately 15 million metric tons annually. Directive 2005\/32\/EC (EuP Directive) is a framework directive on the environmental design of energy-consuming products, aiming to harmonize relevant directives within the European Union to prevent environmental regulations from becoming barriers to trade within the region. With the assistance of the Environmental Design Oversight Committee, the Executive Committee can formulate implementation measures for individual products and related environmental matters (such as energy consumption, waste generation, and water consumption). The Executive Committee can also set minimum energy efficiency and performance requirements for products (such as consumer electronics and household appliances). Several Members of the European Parliament proposed a resolution opposing the Executive Committee's proposal, arguing that products like light bulbs should not be banned through the oversight committee process; and that the Executive Committee's comprehensive ban on incandescent light bulbs under the EuP Directive exceeded its authority. Therefore, the European Parliament's Environment Committee rejected the resolution by a vote of 44 to 14, and passed the Executive Committee's proposal to phase out incandescent light bulbs in stages.<\/p>\n\n\n\n


It is anticipated that the Executive Committee will approve several measures under the Energy-Consuming Products Directive in the coming months, covering a wide range of products, including dryers, vacuum cleaners, and electric heating appliances. According to the Eco-design Regulatory Committee's 2009-2011 work plan, the following products will be prioritized for research and the development of implementation measures over the next three years:<\/p>\n\n\n\n
