Finished product manufacturers that need to comply with Article 33 of the REACH regulation must pay attention to the SVHC list published by the European Chemicals Agency (ECHA). Following the publication of a candidate list of 15 substances for REACH SVHCs on October 29, 2008, ECHA published a draft list on January 16, 2009, of substances selected from the candidate list that require ECHA authorization for use. According to this draft, seven substances were initially proposed for priority inclusion in the authorization list (Annex 14). This list is much larger than the list currently published by the European Chemicals Agency, containing a total of 267 chemical substances.<\/p>\n\n\n\n<p>Similar to many other environmental regulations, the EU typically takes a leading role; once the EU enacts a regulation, other countries follow suit. Following the publication of the EU's REACH regulation, China and South Korea indicated they would also formulate their own domestic chemical regulations. California's Green Chemistry Initiative is another example, with its governing body, the California Department of Toxic Substance Control, holding a very open-minded attitude towards chemical legislation and hoping to develop a comprehensive chemical management system.
