Fortum will contribute 40% of the capital. Construction is scheduled to begin next year and be completed in 2015. It will be one of the top wind farms in Europe.<\/p>\n\n\n\n<p>Blaiken is a region with strong winds, making it ideal for building wind power plants, although the winds weaken during the harsh winter months.
