On April 12, 2013, the Japanese Ministry of Health, Labour and Welfare (MHLW) submitted a notification to the World Trade Organization (WTO) proposing to add five toxic and hazardous substances to the Poisonous and Deleterious Substances Control Law. These substances or products containing them would be classified as toxic or hazardous.<\/p>\n\n\n\n

The notice is currently in a 60-day public comment period and is expected to be approved on July 1, 2013, and take effect on July 15, 2013.<\/p>\n\n\n\n

The following are five toxic and harmful substances:<\/p>\n\n\n\n

Japan's Toxic and Hazardous Substances Control Law, implemented in 1950, monitors and manages toxic and hazardous substances. This law classifies substances into three categories: toxic substances, hazardous substances, and specific toxic substances. Manufacturers, importers, and distributors of toxic and hazardous substances are required to register their products, ensure compliance with relevant production and storage standards, adhere to labeling and transportation regulations, and provide safety data sheets. Specific toxic substances are typically highly toxic and pose a greater risk of harm to users, thus their regulation is relatively more stringent.<\/p>\n\n\n\n
