C2C Product Certification (Cradle to Cradle Product Certification\u2122) is one of the world's most recognized and valuable environmental sustainability certifications, and 2017 was a year of rapid progress for C2C certification. Of particular note is the significant increase in the number of C2C-certified products. The U.S. Environmental Protection Agency (EPA) has designated C2C certification as the highest product sustainability standard in its new federal green procurement guidelines. Home Depot and Walmart also recognize C2C certification as one of the very few trustworthy third-party verification programs for green chemistry and safe materials. As C2C certification gains increasing recognition and value in the global market, C2CPII believes it has a greater responsibility to ensure that this certification standard maintains its leading position in the global product sustainability field. This commitment drives C2CPII to continuously revise and optimize the C2C certification standard. Currently, C2CPII is revising the standard and plans to release the fourth version of the C2C certified product standard by the end of 2018. During the revision of the 4th edition, the C2CPII Certification Standards Committee recognized that \"we can seize this opportunity to update the list of prohibited chemicals to better align ourselves with the latest international chemical regulations.\" Therefore, the C2CPII made several significant changes to the 4th edition of the prohibited chemicals list, and introduced a new name: the \"Basic Level Restricted Substances List (RSL).\" The revised list expands the scope of restricted chemicals to a more comprehensive range of individual substances and groups of substances, thereby achieving fuller compliance with international chemical regulations. These regulations are among the most comprehensive and stringent currently in effect. Another significant change in the RSL concerns the entire organohalides category. The current restricted list only includes PVC and a few other organohalides, while the new RSL encompasses all substances in the organohalides category. Although no international chemical regulation currently explicitly restricts the use of the entire organohalides category, the Certification Standards Committee includes these substances in the RSL to prevent the release of highly toxic or corrosive byproducts during incineration or unregulated combustion. C2CPII considers the Recommended Chemicals List (RSL) to be the first and most important line of defense for identifying and eliminating these key chemicals. The 4th edition of the RSL gives C2C certification users great confidence because it ensures that all products passing the C2C certification standard\u2014even the lowest level\u2014comply with the most stringent international requirements. However, it's important to note that basic certification only requires compliance with the Recommended Chemicals List required by the 4th edition RSL; levels above Bronze require a toxicological assessment of the chemicals contained in the product using the C2C-certified Material Health Assessment Methodology. Particularly at the Gold and Platinum levels, only substances deemed \"safe for humans and the environment\" through a detailed Material Health Assessment can be used in the product. The new RSL has been approved by the Certification Standards Committee but is currently a draft. Once revisions are complete, the full draft of the 4th edition standard will undergo at least one public comment period before finalization. After the official release of the 4th edition, current certification holders will have two years (or more) to transition to the new standard. Another potential impact is that changes to the RSL may render some already certified products ineligible for certification (e.g., materials containing substances covered by the new RSL, or products with concentrations exceeding the new standard). Therefore, C2CPII has provided a preview of the fourth draft of the RSL to allow manufacturers to develop transition plans or countermeasures as early as possible.
