【Important Information】REACH Annex XVII proposes to add new limits on formaldehyde concentrations in vehicle interiors

In May 2022, the European Commission issued a draft announcement, which will add new restrictions on formaldehyde emissions from vehicle interiors to Annex XVII of REACH Regulation (EC) No 1907/2006. The draft announcement will be subject to a 60-day consultation period, which will end on July 1, 2022, and is scheduled to take effect 20 days after publication in the Official Journal of the European Union.

48 months after the new regulations come into effect, road vehicles in which formaldehyde or formaldehyde-releasing substances are intentionally added during the production process will not be allowed to be placed on the EU market if the formaldehyde concentration in the vehicle exceeds 0.062mg/m3 according to the ISO 12219-1 and ISO 12219-10 test methods.

Exclusive items (not applicable):

Vehicles designed for industrial or professional use are not subject to the requirements of this specification (if the formaldehyde concentration emitted from the interior of such vehicles is considered hazardous to personnel based on past experience, they must be regulated).
Used vehicles.

Formaldehyde emission requirements for vehicle parts exported/sold separately to the EU market (36 months after the new regulations come into effect):

Wood products: Formaldehyde emission shall not exceed 0.062mg/m³.
The formaldehyde emission of other parts shall not exceed 0.08mg/m³.

Effects of formaldehyde on human body:

Acute illness – wheezing, dry throat, sneezing, vomiting, difficulty breathing, loss of balance, headache and fatigue.
Chronic diseases – heart disease, asthma, immune system disorders, and even cancer and gene mutations.
