(CNA reporter Lin Honghan, Los Angeles, 4th) The Los Angeles City Council today passed a proposal to further restrict plastic straws, with a proposed complete ban in 2021. The councilor who proposed the bill posted a photo of a turtle with a straw in its nose, emphasizing that "plastic abuse is killing the planet." California will restrict certain restaurants from proactively providing plastic straws starting January 1st next year. The Los Angeles City Council today voted to expand the scope to fast-food establishments. California Governor Jerry Brown signed a new law in September that, starting January 1, 2019, all full-service dine-in restaurants in California will be prohibited from proactively providing plastic straws unless requested by customers, excluding fast-food restaurants. The Los Angeles City Council today unanimously passed a proposal to draft legislation requiring all food and beverage establishments not to proactively provide plastic straws unless requested by customers. Compared to California's plastic restriction measures, the Los Angeles City Council's proposed legislation includes all restaurants, including fast-food establishments. However, after discussions with fast-food operators, the measure allows for one exception: restaurants with drive-thru lanes can inform customers that they can request straws if they wish. This proposal, after being drafted, still needs to be approved by the committee and the city council. Los Angeles City Councilman Mitch O’Farrell, who proposed the bill, hopes it will be implemented on Earth Day, April 22, 2019, for restaurants with 26 or more employees, and expanded to all restaurants by October 1. The council also requires the Los Angeles Department of Public Health to submit a report within 90 days assessing the feasibility of gradually banning plastic straws by 2021, and studying supporting solutions for biodegradable or recyclable straws. Speaking before the vote today, O’Farrell showed a heartbreaking photo of a turtle with a plastic straw in its nose. This photo has repeatedly drawn public attention to the issue of limiting plastic use. "We, as a society, are capable of making different choices," said O'Farrell. "The living evidence is here. The consequences of plastic overuse are killing this planet." When signing California's plastic ban bill, environmental supporter Brown stated, "Letting customers who want plastic straws ask for them is just a very small step." But this measure will make everyone stop and think about alternatives before asking for straws. Currently, San Francisco and some smaller California cities such as Malibu and Manhattan Beach have completely banned plastic straws.
