EU REACH Announcement Adds 7 Substances of High Concern and Updates the Reasons for the Inclusion of Bisphenol A

On January 15, 2018, the European Chemicals Agency (ECHA) announced the addition of seven new Substances of Very High Concern (SVHCs), bringing the total number of SVHCs on the Candidate List to 181. ECHA also updated the reasons for including Bisphenol A (BPA) in the SVHC list, adding the classification criteria for endocrine disruptors (environmental). The English and Chinese names, CAS numbers, reasons for inclusion in the SVHC list, and examples of uses for the seven new substances are compiled in the appendix. For the complete SVHC list, please refer to the ECHA website. The EU's REACH program includes chemical substances deemed potentially harmful to human health or the environment on the SVHC candidate list, and can further designate them as authorized substances. Once a substance is authorized, companies must obtain authorization to use it for a specific period. Domestic companies should take corresponding measures, assess product ingredients, and initiate safety alternative assessments and supply chain communication mechanisms. Regarding Substances of Very High Concern (SHC), businesses should pay particular attention to REACH's finished product notification and supply chain communication requirements: 【Notification Requirements】Any product meeting all four of the following criteria: 1. The substance is likely to be listed as an authorized SHC (Article 57); 2. The total annual amount of SHC in the finished product of an individual manufacturer or importer exceeds 1 tonne; 3. The concentration of SHC in the finished product exceeds 0.1% (w/w); 4. Under normal or reasonable intended use of the finished product, including disposal, it is impossible to rule out human and environmental exposure to SHC. 【Supply Chain Communication】 ˙ If the concentration of SHC in the finished product reaches 0.1% (w/w), the manufacturer and importer must communicate supply chain information, providing customers and suppliers with sufficient information on the safe use of SHC in the finished product. ˙ When consumers request safe use information, the finished product supplier should provide it free of charge within 45 days.
