The development of green electricity has become an international trend and has become a rigid demand for domestic industries for export. It is crucial to Taiwan's overall economy and strategic position. Minister of Economic Affairs Wang Meihua pointed out that as the global demand for carbon reduction in international supply chains accelerates, the EU's carbon border adjustment mechanism will also be trialled in October. Large companies have set off a rush to buy green electricity, and small and medium-sized business owners are complaining that they "can't buy it." Therefore, "Carbon anxiety" breaks out. To this end, Taipower announced in September this year that it will plan to release some green electricity from its self-built renewable energy sites and launch small-package green electricity products of different quantities and terms, such as 10,000 kilowatt hours and 50,000 kilowatt hours. (13) On the afternoon of the 13th, a press conference on the launch of small-amount green electricity sales was held to explain the small-amount green electricity product portfolio and bidding process, hoping to invigorate the renewable energy market and further assist small and medium-sized enterprises in obtaining green electricity.
Taipower’s small green electricity pilot project
Taipower sells self-built green electricity. The electric energy projects include Taipower Corporation Nanyan Optoelectronics and Changbin Optoelectronics, which have 50 million kilowatt-hours of green electricity. They plan to use 10,000 kilowatt-hours and 50,000 kilowatt-hours of electricity with 1-year, 3-year, and 5-year periods. There are a total of 6 combinations for enterprises to choose from, and in order to maintain fairness, they will be publicly auctioned on the green power platform of the Bureau of Standards of the Ministry of Economic Affairs. It is expected that the bid will be awarded at the end of this year and will be sold and supplied next year.
Plans to list 50 million kilowatt-hours of green electricity on the green electricity trading platform in two phases
The first phase: It is expected to be launched on October 25 this year. A total of 200 products will be provided for 10,000 kWh, and 160 products for 50,000 kWh, for a total of 360 products, with a total power of 10 million kWh. Buyer bidding ends on November 1st, and the winning bid will begin on November 6th.
Phase 2: Packaging and quantity are expected to be announced in early November. The products will be put on the shelves on November 15th, buyer bidding will end on November 23rd, and the second bid will be awarded on November 28th.
Pricing and sales methods
The sales rules will be based on competitive bidding, and the lowest bidding price will be the wholesale purchase rate applicable to the photovoltaic sales site, plus the voucher review fee. To maintain fairness, the products will be put up for sale on the Standards Bureau’s green electronics matching platform, and the bidder with the highest price will win. Taiwan Power Acting Director Vincent Tsang said that because the final price is determined by the market mechanism, there is no risk of disrupting the market. Moreover, this plan limits one phone number to only be able to bid for one product to avoid large-scale purchases by specific users.
Enterprises qualified to bid
- Have a successfully registered electricity purchasing member account on the Green Power Matching Platform of the National Renewable Energy Certification Center of the Bureau of Standards, and have a unified number published. Those with a unified national identity card number are not applicable.
- A single account specifies a single power transfer number, and can only win a bid for a single product.
- Bidders must fill in the electricity user information, which includes the user name, transfer electricity terminal number, controller and electricity address, and must be the same as the user information published by Taipower Corporation.
- The number that won the first bid may not participate in the second bid.
Taipower reminds users that if the electricity price applicable to the winning bidder is a non-time electricity price, they must cooperate in converting it to a time electricity price. In addition, after the two parties complete the signing, they will transfer and sell green electricity to the power users from the transfer start date specified in the contract, and the supply method of electric energy and its certificates will be handled in accordance with the contract.

Before bidding, you need to enter the "T-REC official website" to register as a member, and you can only participate in the bidding as a "corporate identity"

Bidding Step 4. Before actually participating in the "bidding", please be sure to download and confirm the "Bidding Instructions" to avoid being ineligible for bidding.
Bidding step 5. When bidding, there are two opportunities for modification and sorting. The "user name" and "power address" must be exactly the same as Taipower user information.
Bidding Step 6. The system will send a "Bid Opening Notification Letter", and the winning bidder will proactively contact "Taipower District Offices" to sign a contract based on the results of the winning bid notification letter.
The Ministry of Economic Affairs pointed out that there are 6 types of products in this bid. Enterprises can select 1 to 6 products according to their needs and sort them. After confirming that they are correct, click "Confirm Bid". After completion, a confirmation information window will pop up. Click to confirm that the information is correct. When you select "Confirm", be sure to be cautious. The bids will be awarded to the "highest bidder." The highest bidder will be matched first, then the second highest bidder, the third highest bidder, the fourth highest bidder, and so on.
