Harbin's urban sewage treatment rate will reach 95%

The Harbin Municipal Housing and Urban-Rural Development Bureau of Heilongjiang Province recently issued the "Harbin Urban Wastewater Treatment Implementation Plan," calling for accelerated urban wastewater treatment and the creation of an ecologically livable urban area. Amidst sparks flying and construction vehicles whirring by, reporters observed the ongoing upgrade and renovation project at the Harbin Wenchang Wastewater Treatment Plant. Xu Runzhi, Investment Manager of Longjiang Environmental Protection Group Co., Ltd., who oversees the project, told reporters that before the expansion project went into operation, Harbin also initiated emergency projects. By temporarily adjusting the wastewater treatment plant's structures and equipment, supplemented by bioaugmentation and other technical measures, the overflow issue was resolved. Upon completion, the project will ensure full regional wastewater collection and treatment. Furthermore, raising the effluent quality to Class A standards will significantly improve the water environment in the Ashi River and Songhua River basins. It is understood that this year, Harbin is accelerating wastewater treatment efforts and encouraging private capital to participate in the construction, operation, and management of wastewater treatment facilities. This year and next, we will actively promote urban water system management, focusing on completing 14 sewage interception projects, nine sewage treatment plants, and one water source allocation project, with all projects ready for commissioning by the end of 2020. Furthermore, we will comprehensively strengthen sewage treatment facility construction. By 2020, 22 key towns should have sewage collection and treatment capabilities. Urban and county sewage treatment rates will reach 95% and 85%, respectively. We will also implement interception and closure of sewage outlets on the main and tributary streams of the Ash River to achieve complete collection of sewage along its banks. Moving forward, Harbin will strengthen the safe treatment and disposal of sludge, ensuring that treated and disposed sludge meets mainland China standards. We will also record the sludge's whereabouts and other information to ensure proper disposal. By the end of 2020, the city's urban sludge harmless treatment and disposal rate will reach over 90%.
