On July 7, 2025, the European Chemicals Agency (ECHA) launched a public consultation on proposals for harmonized classification and labeling (CLH) for two substances, with a deadline of September 5, 2025. On the same day, ECHA added 16 new substance testing proposals and requested public comment by August 21.

The CLH process aims to ensure consistency and transparency in hazard information about chemicals across Europe. The process involves assessing the hazards of chemical substances, proposing corresponding classification and labelling, collecting public comments, and finally reviewing and recommending by ECHA's Risk Assessment Committee (RAC).

According to REACH regulations, before implementing Annexes IX and X (corresponding to registered tonnages of 100-1000 t/y and above), registrants must submit a testing proposal (TP). After the public comment period, ECHA will finalize the testing requirements based on the feedback and the substance's characteristics. Through public comment, ECHA will refine the safety assessment and revise the testing requirements based on the feedback. Registrants are required to conduct these tests and update safety information to ensure the safe use of chemicals and promote sustainable development of the industry.
