EU RoHS Annex III and IV exemptions will expire

Release Date: 2024-06-17 EU RoHS exemptions mean that certain materials in electronic products can temporarily avoid meeting the RoHS Directive's limit requirements. Manufacturers are closely following the developments in exemption clauses, such as the commonly used clauses 6(c), 7(c)-Ⅰ, and 8(b)-Ⅰ in Annex III. These clauses are currently under application for exemption extensions, and the relevant final evaluation reports have been released, pending the final revision of the EU directive. In addition to focusing on clauses for which extensions have been requested, manufacturers are also closely watching exemptions that are about to expire. CTI has detailed the exemptions that expire in July 2024 and have not yet been requested for extension. Companies using the following clauses are advised to promptly adjust their materials to comply with the RoHS Directive's hazardous substance limit requirements. China RoHS restricted substances increased to 10

Published: 2024-07-05 On June 29, 2024, the State Administration for Market Regulation (Standardization Administration of China) issued "China National Standards Announcement [2024] No. 14," approving 109 national standards and four amendments to national standards. EU withdraws two new RoHS substance proposals

    The dynamics of the EU RoHS Directive have always been a hot topic of great concern to manufacturers of electronic and electrical equipment, especially the progress of the EU's proposal to add two new hazardous substances. According to the latest developments on the EU official website, on December 10, 2024, the EU withdrew the proposal to add tetrabromobisphenol A (TBBP-A) and medium-chain chlorinated paraffins (MCCPs) to RoHS. EU submits notification to WTO/TBT regarding RoHS exclusion clauses

The EU has proposed changes to the RoHS exclusion provisions for lead in alloys, high-melting-point solders, and electronic components to the WTO/TBT. EU RoHS Directive Exemption Expiration Reminder & Related Updates

Many lamp-related exemptions in Annex III of the EU RoHS have expired since 2023. Enterprises should pay special attention to the impact of the implementation of a new wave of expiring projects starting in 2025. Expiration of EU RoHS exemptions As of February 24, 2025, the exemptions that have expired in the EU RoHS directive involve mercury in the following lamps in Annex III: The mercury content in single-capped (compact) fluorescent lamps shall not exceed: 1(f)-II. Special purposes: 5mg/lamp The mercury content in other types of fluorescent lamps shall not exceed: 2(b)(3). EU Revises Scope of RoHS 2 Directive

On November 21, 2017, the European Union promulgated a new "Directive 2017/2102" in the Official Journal to amend the scope of regulation of "Directive 2011/65/EU" (RoHS 2 Directive). The RoHS 2 directive imposes restrictions on the use of certain hazardous substances in electrical and electronic equipment. The new directive mainly targets the operations of the secondary market for electrical and electronic equipment, including repair, parts replacement, refurbishment, reuse and transformation. EU legislators believe there is a need to assist the operation of such secondary markets in order to promote a "circular economy". "Circular economy" is a concept that has emerged in recent years. The purpose is to extend the added value of products as much as possible. Even if the products have reached the end of their life, these products or their parts can still be reused, thus reducing waste. The RoHS 2 Directive allows electrical and electronic equipment that is not regulated by Directive 2002/95/EC (RoHS 1 Directive) but does not comply with the provisions of Directive 2011/65/EU (RoHS 2 Directive). EU extends the validity of exemption provisions of RoHS 2 directive

On October 31, 2017, the European Union promulgated a new law in the Official Journal to amend Directive 2011/65/EU, commonly known as the RoHS 2 Directive. The RoHS 2 Directive restricts businesses from using certain hazardous substances, including cadmium, in electrical and electronic equipment. IEC launches global RoHS standard based on EU standards

IEC launches global RoHS standards based on EU standards. The International Electrotechnical Commission (IEC) was established in 1906. European Commission seeks exemption from RoHS ban on second-hand electrical and electronic equipment

The European Commission seeks to exempt second-hand electronic and electrical equipment from the RoHS ban. Singapore announces RoHS-like regulations expected to take effect in 2017

RoHS2 Annex III exemption clause update status and law amendment progress Since 2003, the European Union has implemented RoHS (Restriction of Hazardous Substances, Directive 2002/95/EC) to regulate hazardous substances in electronic and electrical equipment products. The updated version of the regulation RoHS2 (Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment, Directive 2011/65/EU) effective on July 21, 2011. Many lamp-related exemptions in Annex III of the EU RoHS have expired since 2023. Enterprises should pay special attention to the impact of the implementation of a new wave of expiring projects starting in 2025. Expiration of EU RoHS exemptions As of February 24, 2025, the exemptions that have expired in the EU RoHS directive involve mercury in the following lamps in Annex III: The mercury content in single-capped (compact) fluorescent lamps shall not exceed: 1(f)-II. EU Revises Scope of RoHS 2 Directive

On November 21, 2017, the European Union promulgated a new "Directive 2017/2102" in the Official Journal to amend the scope of regulation of "Directive 2011/65/EU" (RoHS 2 Directive). The RoHS 2 directive imposes restrictions on the use of certain hazardous substances in electrical and electronic equipment. The new directive mainly targets the operations of the secondary market for electrical and electronic equipment, including repair, parts replacement, refurbishment, reuse and transformation. EU legislators believe there is a need to assist the operation of such secondary markets in order to promote a "circular economy". "Circular economy" is a concept that has emerged in recent years. The purpose is to extend the added value of products as much as possible. Even if the products have reached the end of their life, these products or their parts can still be reused, thus reducing waste. On October 31, 2017, the European Union promulgated a new law in the Official Journal to amend Directive 2011/65/EU, commonly known as the RoHS 2 Directive. The RoHS 2 Directive restricts businesses from using certain hazardous substances, including cadmium, in electrical and electronic equipment. The newly promulgated "European Commission Authorization Directive No. 2017/1975" amends Annex III of the "RoHS 2 Directive". The annex lists various exemptions for banned hazardous substances. This revision involves the exemptions available for the use of cadmium in color-changing light-emitting diodes (LEDs) of current display devices. The directive pointed out that item 39 of Annex III of the RoHS 2 Directive stipulates that the use of cadmium in color-changing LEDs in light-emitting and display equipment is exempted until July 1, 2014. The European Commission received an application to extend the exemption period before January 1, 2013.
