The Court of Justice of the European Union re-clarifies the definition of finished products in REACH

The European Court of Justice (ECJ) has reinterpreted the definition of "finished product" in REACH Directive No. 14/2015. Since the implementation of the REACH Directive in 2007, some member states (Sweden, Belgium, Denmark, France, Norway, Germany, and Austria) have had differing interpretations of the definition of "finished product." They unanimously agree that components alone are sufficient to be considered finished products and meet the requirements of the Candidate List of Substances of Very High Concern (CSC), rather than calculating the content of CSC compounds based on the final assembled product. Therefore, the French Federation of Business and Trade (FCD) and (FMB) requested the ECJ in 2014 to interpret the definition of "finished product" in the REACH Directive.
