Guidelines for the management of chemical substances under the EU non-toxic policy

The EU's Chemical Substance Management Guidelines Under its Toxic-Free Policy: According to the EU's latest 7th Environment Report, the complex and ever-changing risks posed by the millions of finished products consumers encounter daily are not effectively regulated by law. These limited regulations are scattered across different industries, lack systematic management, and have not undergone comprehensive assessment, leading to the risk of exposure to hazardous substances in finished products. Therefore, the report recommends that the European Commission take effective measures to prevent hazardous substances from entering the finished product manufacturing process, starting from the source. Strengthening information transparency in the supply chain is also a key consideration for the EU to achieve its toxic-free environmental goals. The report also mentions that the "authorization" scope of the current REACH regulation is limited to within the EU. Conversely, products manufactured outside the EU can be imported into the EU market without going through the authorization application process, by adding chemicals already listed in the ECHA authorized list. Furthermore, even if some hazardous substances are currently banned or restricted, they still exist in waste streams or recycled materials, especially in finished products with relatively long lifecycles, such as buildings or infrastructure. In light of this, the report emphasizes that the EU must move in three directions to achieve its goal of a toxin-free environment: 1. Enhance transparency regarding hazardous substances in finished products; 2. Prevent hazardous substances from entering the finished product manufacturing process or material flow; 3. Detoxify waste streams. Transparency regarding hazardous substances in products is an unstoppable global trend, with international brands and multinational retail giants announcing their detoxification goals. To keep pace with this international trend, it is recommended that domestic SMEs strengthen the monitoring and recording of hazardous substances during production processes and the procurement of materials/components, establishing chemical traceability for all products to comply with international green regulations and enhance their competitiveness in the international market.
