In order to implement the "Regulations on the Management of Recycling and Disposal of Waste Electrical and Electronic Products" (hereinafter referred to as the "Regulations"), guide and standardize the establishment of data information management systems and submit information for waste electrical and electronic product processing enterprises, our Ministry has formulated the "Regulations on the Treatment of Waste Electrical and Electronic Products" Guidelines for Enterprises to Establish Data Information Management Systems and Submit Information. It is hereby issued, and waste electrical and electronic product processing enterprises are requested to refer to and implement it.
The data information management system should track and record the entire process of waste electrical and electronic products operating within the processing enterprise, including recording the time, source, category, weight and quantity of each batch of waste electrical and electronic products; the name and address of the transporter; and the storage time and location; the time, category, weight and quantity of dismantling and processing; the category, weight or quantity and destination of dismantling products (including final waste), etc.
The basic content of the data information management system should include basic information such as processing qualifications, flow charts for the receipt and processing of waste electrical and electronic products, a list of various types of waste electrical and electronic products and their dismantled products, and annual environmental monitoring plans. According to the treatment process of waste electrical and electronic products, a basic record table of relevant data information is established in the reception, storage and processing of waste electrical and electronic products, the loading and unloading and sales of dismantled products, and the final loading and unloading of waste. Dismantling and processing enterprises should summarize the dismantling and processing status on a daily basis and form reports, including reports on the entry and exit records of waste electrical and electronic products, dismantling and processing record reports, and reports on the entry and exit records of dismantled products.
The handling report shall include equipment and facility failure reports, environmental emergency incident reports and equipment and facility modification reports. Periodic reports should be included. For the periodic reporting part, processing enterprises shall submit daily reports of records such as the entry and exit of waste electrical and electronic products into and out of the warehouse, dismantling and processing, and the entry and exit of dismantled products (including final waste) to the municipal environmental protection supervisor for the next day. Department; and according to the requirements of the environmental protection department, regularly (can be weekly, monthly, quarterly or yearly) summarize the treatment status of waste electrical and electronic products and their disassembly products (including final waste) and conduct inventory of storage sites, relevant reports Report regularly. All written reports should be signed by the legal representative of the handling enterprise or its designated person in charge and stamped with the official seal.
After the Ministry of Environmental Protection establishes a unified data and information management system for the processing of waste electrical and electronic products, processing enterprises should fill in and submit on a daily basis reports on the entry and exit of waste electrical and electronic products, and dismantling and processing records through the national unified data information management system.
