After the REACH Committee reached an agreement on a series of CMR substance restriction requirements, on February 10, 2012, the European Union published Commission Regulation (EU) No 109/2012 on its official website, which regulates Annex XVII of REACH Regulation (EC) No 1907/2006 The relevant contents of items 28-30 are revised, and the regulations will be implemented from June 1, 2012.
Items 28-30 of Annex XVII of the REACH Regulation respectively add substances with unified classification of carcinogenicity categories 1a and 1b in Annex VI of the "EU Regulation on Classification, Labeling and Packaging of Substances and Mixtures" (EC) No 1272/2008-CLP Regulation In Parts 28-30 of Annex XVII of the REACH Regulation.

This revision mainly targets items 28-30 of Annex XVII of the REACH regulations, regarding the restrictions on CMR substances. Main revisions:
(1) Add Appendix 11, regarding the exemption of special substances in items 28-30 of Annex XVII; if a date is specified in Appendix 11, the exemption applies before that date.
(2) In the preface of Appendix 1-6, add Note B to Notes A and C: Certain substances (acids, alkalis, etc.) appear in the form of aqueous solutions of different concentrations, because their hazards vary with concentration. differences, so these solutions require different classifications and labels.
(3) Appendices 1, 2, 4, 5 and 6 of Annex XVII have been revised respectively, and some substances have been updated, added and deleted.
