China drafts "Restriction Requirements for Chemical Hazards of Consumer Products"

China has drafted the national standard "Requirements for Restriction of Chemical Hazards in Consumer Products," managed by the National Technical Committee on Standardization of Consumer Product Safety (SAC/TC 508) and jointly drafted by the China National Institute of Standardization and other organizations. The public comment period for this standard has recently concluded. The standard aims to establish safety standards for consumer products and improve their quality requirements. Similar to the EU REACH Regulation, it covers basic safety requirements for chemical hazards, including restrictions on 103 categories of substances (Annex 2). The list of restricted substances incorporates requirements from several existing Chinese regulations, while referencing EU and other international regulations for areas lacking domestic oversight. The final draft's list of restricted substances is very similar to Annex 17 of the EU REACH Regulation in its regulation of hazardous substances in consumer products, currently listing 103 categories of chemical substances and their restrictions in consumer products, including children's products, textiles and clothing, household appliances, electronic information technology products, decoration and building materials, and furniture. Examples of restricted substances are as follows: – Heavy metals, such as cadmium, lead, hexavalent chromium, mercury, and nickel; – Phthalate salts; – Alkanes and alkenes; – Halogenated alkanes; – Phenolic compounds; – Polycyclic aromatic hydrocarbons; and – Aldehydes.
