Norway PoHS Latest Progress: NO.26/2008

The Norwegian Prohibition on Certain Hazardous Substances in Consumer Products (PoHS) law, whose implementation date has been repeatedly postponed, has recently seen new developments. The Norwegian Pollution Control Authority (SFT) believes that better and safer alternative materials exist to replace hazardous substances and remove products containing hazardous substances from the Norwegian market. Therefore, it has proposed stricter regulations on hazardous substances in consumer products. The SFT began collecting consultation opinions on the initial 18 proposed hazardous substances in May 2007, and the adjustments made after compiling over 100 consultation comments are as follows:

The number of hazardous substances has been reduced from 18 to 10.
SFT also made adjustments based on international industry standards and risk assessment reports. The final 10 hazardous substances were listed as priority hazardous substances for removal due to their serious impact on human health and the environment. Other hazardous substances originally on the consideration list are currently under discussion within the EU. Norwegian authorities have decided to await the EU's decision before deciding whether to add any more hazardous substances to the list.

	重金屬：鉛、鎘、砷，及其化合物 (The heavy metals lead, cadmium, arsenic and their compounds)

The manufacture, import, export, and trade of consumer products containing the aforementioned hazardous substances will be regulated. This law will not apply to consumables, food packaging, fertilizers, cigarettes, and pharmaceuticals, which are already regulated by other laws. Furthermore, this law does not apply to vehicles, tires, and related products. The complete document (in English) submitted by SFT to the Norwegian Environmental Protection Agency will be published on the SFT website after August 18th.
