The Member States Committee of the European Chemicals Agency (ECHA) met in Helsinki, Finland on October 7 and 8, 2008. In accordance with the Committee's resolution, it announced on its official website the 15 Substances of Very High Concern (SVHCs) requiring authorization.

The SVHC candidate list was submitted in July 2008 by seven Member States in accordance with the format in Annex XV of the REACH Directive, recommending 16 chemical substances. It was published and open for public comment in July and August 2008. Based on the opinions of stakeholders and Member States, the Member States Committee unanimously confirmed at its meeting that, apart from triethylarsenate, which had already been unanimously approved as a Substance of Very High Concern (SHC) during the publication and comment phase, the other 14 chemical substances were also listed as SHCs requiring authorization. Regarding cyclododecane, which was previously included in the recommended list, all members unanimously agreed that, in accordance with Article 57, there was insufficient scientific data to classify it as a SHC.
Article 33, Paragraph 2 of the REACH Regulation requires retailers and manufacturers to disclose information about substances in their products. When a consumer inquires whether a product contains SVHCs, the supplier must provide a statement within 45 days indicating whether the product contains SVHCs at a concentration higher than 0.1% (w/w). If so, the chemical name of the substance and safe usage guidelines must be provided.
