EU announces new RoHS Annex III Item 45 exclusion clause

On April 20, 2021, the Official Journal of the European Union officially published Commission Delegated Directive (EU) 2021/647, adding the 45th exclusion clause of Annex III to the RoHS Directive (2011/65/EU), stipulating the exemption of lead and hexavalent chromium compounds from electronic detonators in civil (professional) explosives.

This addition will take effect on the 20th day after the announcement. EU member states should adjust the relevant laws and regulations and announce them before October 31, 2021, and formally implement them on November 1, 2021. The additions are as follows:

Exemptions		Scope of application and expiration date
45	Lead diazide, lead styphnate, lead dipicramate, orange lead (lead tetroxide), lead dioxide, and lead tetroxide are used in the electronic detonators of civil (professional) explosives as long-lasting煙火爆破延時藥劑(long time pyrotechnic delay charges)的鉻酸鋇 (barium chromate)	Applicable to category 11. Expiry date: April 20, 2026
