Draft document on possible ecodesign requirements for simple set-top boxes (EU EuP Directive)
The European Commission will hold the fourth consultation forum on the EuP Directive on February 22, 2008. During the forum, in accordance with Article 18 of the EuP Directive, possible implementation methods for the eco-design of external power supplies and simple set-top boxes will be discussed. The content of this forum includes a draft of possible implementation methods for simple set-top boxes.
The draft implementation methodology includes: definitions, eco-design requirements, conformity assessment, and market surveillance. Eco-design requirements are based on three categories: Simple STB with SD, Simple STB with HD, and Simple STB (SD and HD) with additional functions.
(1) Standard image quality simple digital set-top box
a. The following requirements must be met one year after the implementation method takes effect:
1. In on mode, power consumption must not exceed 5 watts.
2. In standby and off mode (either restart function only or recovery function only), power consumption must not exceed 1 watt.
b. Three years after the implementation method takes effect, the following requirements must be met:
1. In on mode, power consumption must not exceed 5 watts.
2. In standby and off mode (only restart function or only recovery function displayed), power consumption must not exceed 0.5 watts.
(2) High-definition simple digital set-top box
a. The following requirements must be met three years after the implementation method takes effect:
1. In on mode, power consumption must not exceed 7 watts.
2. In standby and off mode (only restart function or only recovery function displayed), power consumption must not exceed 0.5 watts.
(3) Additional Functionality: The on-mode of the simple digital set-top box must meet the following requirements three years after the implementation method takes effect:
a. An STB with integrated hard disk time-shift and recording capabilities must not consume more than 14 watts in on-mode.
b. An STB with a second tuner must not consume more than 8 watts in on-mode.
c. An STB with a second tuner and integrated hard disk time-shift and recording capabilities must not consume more than 15 watts in on-mode.
(4)Automatic power down
One year after the implementation method takes effect, all STBs must have a power saving mode or similar function, and should automatically switch from on mode to standby mode within 4 hours.
