The European Commission added the new substances based on the amendments to ECHA's fifth and sixth appendix 14. Currently, appendix 14 There are a total of 43 listed authorized substances. After the sunset period, substances on the list can only be used within the EU after authorization. If manufacturers want to continue to use these authorized substances after the sunset period, they will need to apply for authorization before the deadline. The Forum for Exchange of Information on Enforcement is targeting 13 authorized substances with sunset deadlines in 2015 to check whether the substances are used or circulated in the market without authorization, or do not meet the relevant requirements for authorization. This audit plan covers 17 countries, with a total of 802 audits. Nearly 80% of the audited companies are small and medium-sized enterprises, and more than 90% of the companies no longer use or sell 13 authorized substances. For businesses that are authorized to use or provide substances for circulation in the market, the audit results show that the violation rates are 10.7% and 8.9% respectively. The auditors may make oral or written suggestions, impose administrative orders or issue complaints to those who violate regulations. In addition to proposing a new audit plan for authorized substances, the working group of this audit plan also recommends that businesses implement operational control and risk management measures specified in the substance authorization order for substances that have expired.
