Rising Sea Levels Threaten Singapore's Survival: Lee Hsien Loong Invests NT$2.26 Trillion in "100-Year Plan" to Combat Climate Change. Climate change is causing sea levels to rise continuously. To address this problem, Singapore Prime Minister Lee Hsien Loong announced last month that the country plans to allocate S$100 billion (approximately NT$2.26 trillion) over the next 100 years to build coastal defense measures. In his National Day speech on October 18th, Lee Hsien Loong stated that climate change is one of the most severe challenges facing humanity. Located in Southeast Asia, Singapore has already felt the effects of global warming, including hot weather and torrential rains. "Because we are a low-lying island, Singapore is particularly vulnerable to severe threats, namely rising sea levels," he said. While Singapore's original urban planning mandated that buildings be constructed at least 3 meters above average sea level, with a 1-meter buffer zone for high tides, global warming has led to a 1-meter rise in sea level. This has prompted authorities to require new construction projects to be built at least 4 meters above sea level, with facilities like Changi Airport's Terminal 5 requiring a elevation of at least 5 meters. Another option is to reclaim land from the sea, similar to the Dutch practice of creating polders, and connect islands with dikes to form a freshwater reservoir for rainwater drainage. Lee Hsien Loong stated that the impacts of climate change will last 50 to 100 years, necessitating a 50- to 100-year-long solution. He likened climate change preparedness to national defense, comparing both to life-or-death situations requiring constant vigilance.
