Resorcinol to be added to REACH SVHC Candidate List

Resorcinol (1,3-benzenediol, CAS No. 108-46-3) is widely used in the manufacture of tires, rubber products, adhesives, and industrial resins. However, it is prohibited due to its potential to interfere with the human thyroid gland.

On February 25, 2020, the French government submitted a proposal to the European Chemicals Agency (ECHA) to identify resorcinol (resorcinol /1,3-benzenediol CAS No. 108-46-3) as a substance of very high concern in accordance with REACH Regulation (Regulation (EU) 1907/2006) Article. 59(3). At that time, although the majority of the Member States Committee members (MSC) of the agency agreed that resorcinol had the property of disrupting the thyroid gland and had serious effects on human health, three members still believed that there was insufficient scientific evidence to show that it might have serious effects on human health. As a result, three member states opposed and eight member states abstained in the approval procedure, and therefore no consensus was reached to include it in the SVHC candidate list.

After a lengthy and controversial proposal, the proposal finally received majority support from EU Member States during the finalization process on January 27, 2022. Nineteen Member States voted in favor, three voted against, and five abstained. This, combined with the 65% majority threshold of the EU population, confirmed the addition of resorcinol to the REACH SVHC Candidate List. As of the date of this article, the Decision document and the ECHA website have not yet been published.
