In May 2009, the UK's BERR (Battery and Storage Authority), together with relevant authorities, published a guide to the Waste Battery Act. The aim was to help businesses selling batteries and accumulators, or products containing batteries and accumulators, in the UK market better understand the application of the Waste Battery and Storage Act 2009. This Act came into effect on May 5, 2009. This guide outlines the responsibilities of businesses under the Act and applies to businesses selling portable batteries to consumers, as well as those involved in the collection, processing, recycling, or export of waste batteries.
Battery manufacturers wishing to market more than one tonne of portable batteries in the UK by 2010 must join the Battery Compliance Scheme (BCS) by October 15, 2009. Small producers are defined as those marketing less than one tonne of portable batteries in the UK within a year. From October 15, 2009, small producers must register with the relevant Environmental Authority (EA) and record sales volume within 28 days of launching their portable batteries.

 | The annual fee for the portable batteries scheme is £118,000 for the year preceding the year of compliance. In addition, an extra £680 will be charged per member to monitor the costs incurred by manufacturers in data processing and compliance checks. |
Scheme Targets
The legislation clearly stipulates the collection targets to be achieved by September 26, 2012, and September 26, 2016. BCS was required to collect at least 25% of its market share of discarded portable batteries annually starting in 2012, and at least 45% after 2016.
The annual average is calculated using data from the past three years, but only short-term data is considered for the first two years of the eligible period. Details are as follows:
