The European Union, on its website (http://europa.eu/rapid/pressReleasesAction.do?reference=IP/08/564&format=HTML&aged=0&language=EN&guiLanguage=en), urged industry, chemical manufacturers, and importers who wish to continue manufacturing and importing existing chemical substances to complete pre-registration between June 1 and December 1, 2008. It is estimated that the EU will receive more than 18,000 registration files. Pre-registration allows for information sharing among companies registering the same chemical substances, enhancing knowledge about these substances.
Registration of new chemical substances (substances other than existing chemical substances) began on June 1, 2008.
There are two ways to pre-register, but both must use the REACH-IT system:
1. Online registration is conducted through the REACH-IT system on the European Chemicals Agency (ECHA) website: All documents and information required for chemical substance registration are uploaded to ECHA via this tool. Once uploaded, the data is stored in the REACH-IT database. Registered companies can then log in at any time to review their files, search for information, and obtain contact information for companies registering the same substance.
2. Pre-register via computer file: Upload the file to REACH-IT in XML format using the IUCLID 5 system provided by ECHA or the vendor's own software.
ECHA will publish a list of all pre-registered substances on its website on January 1, 2009. The list will include the substance name, identification code, and registration deadline.
