REACH-EN-Force-1
The REACH integrated implementation project named REACH-EN-Force-1 has begun implementation in Europe. This project will give manufacturers and importers (including sole representatives) the first impression of compliance with REACH in the EU and the European Economic Common Area. At the same time, the implementation agency's ability to implement REACH will be strengthened. National auditors have launched checks on pre-registration, registration and, where applicable, the provision of safety data sheets. The Forum (Forum), which exchanges implementation information, recently held its fourth meeting in Helsinki to review the launch of the project and reach a consensus on next steps.
The forum implementation project implements the core principle of REACH: no data, no market. Auditors from participating countries will focus on phased substances (existing substances) and check through inspection whether each company has submitted pre-registration or registration, and the provision of safety data sheets when necessary. An assigned national coordinator will oversee project implementation in each participating country and train local auditors. For this purpose, the Forum Working Group trained national coordinators at the European Chemical Agency's premises in early April this year. The results of the project will be collected at the end of 2009, analyzed by the forum working group and produced in early 2010. The forum is also preparing for a second integration project to be launched in 2010.
Pre-registrants Categories
The European Chemical Agency (ECHA) announced that there have been more than 2.7 million pre-registrations and about 150,000 Pre-SIEFs (Pre-Substance Information Exchange Forum) have been established. With such huge data and the need to complete these REACH registrations in a short period of time, the European Chemical Industry Association CEFIC recommended methods to effectively manage the activities required by SIEF. All pre-registrants are divided into the following 4 categories:
 | Dormant: Many companies only want to protect their business in the EU through the pre-registration process, and have no intention of completing the subsequent full registration process. These pre-registrants do not need to actively participate in all SIEF communication activities except for their obligation to share information. |

 | Passive participation: Some pre-SIEF members are willing to register, but can only use minimal resources, or are interested in actively participating in SIEF discussions. These people are only interested in integrating the final part of the registration process. |

 | Involved: Pre-SIEF members who want to participate in the technical profile production process and registration, but do not have enough resources to participate in all SIEF activities. |

 | Leader: Pre-SIEF members have strategic value. These people usually have a decisive dominant position in the market and have sufficient resources to actively participate in or manage activities required by SIEF. They will be the companies leading the various work/discussions at SIEF events. |
REACH Fact Sheet
The European Chemical Agency has announced a summary of the contents of REACH, providing registrants with important instructions on how to activate the substance information exchange platform. The Substance Information Exchange Platform plays a key role in the REACH regulations, and the European Chemical Agency hopes that the platform will try to ensure that the platform can successfully share and evaluate information and prepare relevant common parts required for registration. In addition, the substance information exchange platforms are independent and are not owned by the European Chemical Agency.
