RoHS exclusion project evaluation and recommendation report released NO.10/2009

On March 23, 2009, the Okö Institute and Fraunhofer IZM, representing the European Commission, publicly released an assessment report on the exclusion clauses of existing and new applications under RoHS Directive 2002/95/EC. The report reviewed 29 exclusion clauses and recommended that the following seven be removed from the exclusion clauses:

第16項 – 管狀白熾燈中的鉛
Lead in linear incandescent lamps (2006/310/EC)

第18項 – 放電燈中螢光粉的鉛活化劑
Lead as activator in the fluorescent power of discharge lamps (2006/310/EC)

第19項 – 含PbBiSn-Hg及PbInSn-Hg成分之主要汞齊
Lead with PbBiSn-Hg and PbBiSn-Hg in specific compositions (2006/310/EC)

第20項 – 用於連結液晶顯示器中前後平版螢光燈基質的含氧化鉛玻璃
Lead in oxide glass used for bonding front and rear substrates of flat fluorescent lamps used for Liquid Crystal Displays (LCD) (2006/310/EC)

第26項 – 藍黑燈管 (BLB)玻璃外罩所含的氧化鉛
Lead oxide in the glass envelope of Black Light Blue (BLB) (2006/691/EC)

第27項 – 在大功率揚聲器中作為轉換器焊料的鉛合金
Lead alloys as solder for tranducers used in high-powered loudspeakers (2006/691/EC)

第28項 – 防所含的六價鉻
Hexavalent chromium in corrosion preventive coatings (2006/692/EC)

In addition, the report also evaluated the following five new applications:

焊錫包線和接腳的鉛
Solder wire and lead pins

用於彩繪或裝飾燈座或時鐘的玻璃和顏色所含的鉛和鎘
Lead and cadmium contained in the glass and colors used for painting or decorating lamp holders or clocks.

Cortex家族設備的第三零部件中焊錫的鉛
Lead in the solder of the third component of Cortex family devices

用於固態照明和顯示系統的鎘
Cadmium for solid-state lighting and display systems

用於銜接漆包線(鍍層<100μm)及銅包鋁線(銅層小於20μm)的焊錫中的鉛含量
The lead content in solder used for connecting enameled wire (plating <100μm) and copper-clad aluminum wire (copper layer <20μm)

The report recommends rejecting application number 3 and approving application number 4, but offers no recommendations for the remaining exclusion applications. Exclusion items for which no alternative is currently available will remain in effect until the next review on July 31, 2014. The European Commission will review these recommendations and then determine whether they comply with Article 5(1)(b) of the RoHS Directive.
