ASEAN Cosmetics Directive Disable 5parabens
The Association of Southeast Asia Nations' (Asean) Cosmetics Committee (ACC) recently decided to ban the following five types of parabens (Parabens) as product preservatives in cosmetics:
– isopropylparaben;
– isobutylparaben;
– phenylparaben 4-hydroxybenzoate;
– benzylparaben;
– Pentylparaben.
The above five chemical substances will be added to the prohibited list of cosmetic formulations in Appendix II of the Asean Cosmetics Directive. Products already on the market containing the above substances can remain on shelves in most ASEAN countries until July 30, 2015. However, Thailand and the Philippines extended this date to December 31, 2015. This ban will synchronize the ASEAN Cosmetics Directive and EU Cosmetics Regulations.
ACC Vice President Alain Khaiat said that in order to help ASEAN countries integrate with the international market, the ASEAN Cosmetics Directive is basically modeled after the EU cosmetics regulations. In order to synchronize with EU cosmetics regulations, ACC also limits the content of Triclosan, an active substance commonly used as a bactericide, in mouthwash to less than 0.2%, and in other cosmetics (such as toothpaste, hand soap, and honey). powder, etc.) is limited to less than 0.3%.
At the same meeting, ACC decided to continue to track the development of EU regulations on the restriction of the preservative methylisothiazolinone. The current ACD specification for this chemical substance is that the added amount must be less than 0.01%.
ACC has made amendments to boric acid in the list of restricted substances in Appendix III, changing the restricted additive products from "sanitary products" to "oral hygiene products", and will adopt the settings of last year's EU regulations as follows:
– Preservatives cetrimonium chloride, steartrimonium chloride, behentrimonium chloride, citric acid and Maximum addition limits for mixtures of silver nitrate and nano-UV filter tris-biphenyl triazine;
– Mixtures of methylisothiazolinone and methylisothiazolinone (MCI/MI) are prohibited from being used in leave-on products;
– Maximum addition limits for propylparaben and butylparaben.
